This blended learning course is a basic introduction to the concept and practice of children’s rights monitoring. It is intended for child rights practitioners, children’s advocates and child-related professionals seeking to gain a practical understanding of the concept and practice of monitoring children’s rights as a means of strengthening programming and furthering advocacy activities that aim to promote and protect children’s rights.

Participants will learn about methodologies for carrying out monitoring (respecting child participation), the basics of choosing or constructing a children’s rights indicator, and the application of results for improving the promotion and protection of the rights of the child. Purely technical aspects of mathematical manipulation of indicators and statistical regression, however, will not be addressed.

Throughout the workshop part of the course, every participant will be working on her/his own, individual monitoring plan, tailored to his/her professional or educational context.

Learning format

This course uses a blended learning methodology and consists of several learning phases:

  1. Self-directed e-course on the children’s rights framework, September 2015 (to be completed prior to the workshop)
  2. Intensive three-day workshop in Brussels, 15-17 October 2015
  3. Follow up and support through HREA’s Community of Practice for child rights practitioners

Self-directed e-course on the child rights framework

The self-directed, self-paced e-course provides a solid introduction to the child rights framework and the institutions and mechanisms that serve to fulfill the rights of children. The e-course combines text with rich multimedia, including videos and podcasts. Knowledge checks reinforce the information learned. Assignments engage participants to solve specific problems. Approximately five hours of learning.

Day 1: Children’s rights monitoring objectives (why?) and scope (what?): legal framework, children’s rights attributes
Day 2: Children’s rights monitoring methodology (how?): indicators, child participation, child protection
Day 3: Children’s rights monitoring reporting and advocacy (now what?): monitoring report, advocacy based on monitoring results
